'Barca offer for Neymar has not fulfilled PSG needs'

Paris St Germain are not near arriving at an arrangement with Barcelona that would take Neymar back to the Spanish heroes as the Catalans have not met the French club's approaching cost for the Brazil forward, PSG's wearing chief Leonardo said on Friday.
